The CMS proposed refinements to the Home Health
PPS include a major change in payment for medical supplies. As
with all other aspects of the Proposed Rule, your supply revenue
will depend on clinician OASIS accuracy.
Supply payment will be unbundled
and based on specific OASIS information relative to patient
severity and diagnosis codes. This change is likely to present
a host of new challenges. Unfortunately many agencies have
not even billed for medical supplies and most home health agencies
do not currently have the capability to monitor their medical
supply usage by diagnosis.

Lynda Laff has 30 years of experience
in Home Health Care and Hospice in various senior
management positions and most recently spent 6
years as Executive Vice President of Operations
for a multi-office home care and hospice agency
operating in Georgia and South Carolina. She has
worked with tele-monitoring since 2001 and has
extensive successful hands-on experience with
telehealth implementation, change management and
outcomes improvement in the home care setting.
Lynda served as a JCAHO deemed status home care
and hospice registered nurse surveyor for 10 years.
She has presented numerous workshops at state
and national home health care and hospice forums
on home care clinical models, management and operations,
outcome improvement strategies, compliance and
telehealth implementation and management. She
consults nationally with home health agencies,
hospices and home health care vendors.

Pat Laff, is a former home health
agency owner, administrator and CFO. He has hands-on
operational knowledge and expertise with all “backroom” clinical

diversification and reorganization, budgeting,
cash management and strategic structuring and
positioning. He regularly conducts national and
regional workshops and lectures. Mr. Laff is the
