CMS delays patient-satisfaction requirements
Agencies do not have to survey patients for the Home Health Consumer Assessment for Healthcare Providers and Systems (CAHPS) program until the third quarter of 2010, CMS states in its 2010 Home Health PPS Final Rule. The program had been slated to start in the first quarter of the new year, but CMS backed off of its schedule to allow agencies to focus on training for OASIS-C. CMS also delayed until 2012 tying CAHPS compliance to payments.

CMS updates OASIS-C wound guidance
The first batch of OASIS-C Q&As update how to answer M1334 (status of most problematic [observable] stasis ulcer). The Q&As override CMS’s original OASIS-C guidance and direct agencies not to mark “0 – newly epithelialized” because once a stasis ulcer has completely epithelialized, it is considered healed and should not be reported in M1330, counted in M1332 or described in M1334, the Q&As state. The Q&As also clarify how to answer some of the new process measures, including influenza vaccine, plan of care synopsis and intervention synopsis.
